摘 要:当前我国的教师供应呈现三大新现象:教师供应数量得到明显改善;教师供应的城乡差距日益凸显;教师供应学科间的结构性差异愈发显现。在这样的现实背景下,2007年在我国试行并逐步推广实施的师范生免费教育资助政策已经难以有效应对和解决我国教师供应面临的新问题。这需要我们加强资助政策的针对性和引导性,通过明确师范生的就业区域与就业学校名单,定向引导师范生未来就业的学科,并为去农村从教师范生的个人发展定向,从而实现资助的效用。Currently three phenomena appear in the supply of teachers in China:the quantity problem of teacher supply has been significantly resolved,the gap of teacher supply between urban and rural areas has become increasingly prominent,and the structural difference of teacher supply between different subjects has become increasingly apparent.On such realistic background,the free education and funding policy for normal university students,which was put into trial use in 2007 and is gradually being promoted nowadays,could no longer effectively solve the new problems of teacher supply today.This requires us to strengthen the pertinence and guidance of the financing policy,to guide those students in their future employment discipline by explicitly confirming their employment districts and employing schools,and to orient the future career prospects for those students to be employed in the rural areas,so as to achieve the effects of funding.
