区域高等职业教育专业结构性系统失调与治理策略

摘　　要：服务区域产业发展是高等职业教育的基本功能之一,但实际上高职(专科)专业结构与区域产业结构之间存在较大的结构性差异,专业设置与区域传统(优势)产业(群)的非关联性较为显著,且由于产业转型升级和新兴产业发展,高职专业在服务区域产业时出现技能层级不够的困境,即人才培养效果与市场需求之间出现系统性偏差。因此,调整专业结构、提高专业设置能力、提升高等职业教育层级,培养适应新常态下区域产业需要的技术技能型人才是解决高等职业教育服务区域社会经济发展的必由之路。One of the basic functions of higher vocational education is serving regional industry development, but actually, there is a great structural difference between the specialty structure of higher vocational education and regional industrial structure. The non-relevance of the major setup and regional tradition（advantage） industry（group） is quite significant. Moreover, due to the industrial transformation and upgrading and development of emerging industries, the higher vocational major may be insufficient in the level of skills in serving regional industry, namely there may be systematic deviation between talent cultivation effect and market demands. Therefore, the adjustment of specialty structure, improvement of specialties setup ability of higher vocational colleges, and training technical skills talents needed to meet the needs of the regional industry under the new normal, is the only way to solve the dilemma of higher vocational education in serving region social and economic development as well as its own development.
