公立高校人事管理问题与对策思考——对《事业单位人事管理条例》的思考

摘　　要：目前公立高校在人事管理方面存在人事管理权限不明晰,人才流动和日常管理受到限制等问题,结合《人事管理条例》的出台,在分析原因的基础上,笔者提出要从根本上解决高校人事管理问题,必须从权力分配、教师岗位分析及评价体系、人事管理的双轨制度及科学的高校财政监管制度等方面进行政策配套,高校人事管理才能从本质上得到改观。At present,the public universities＇ rights / jurisdiction on personnel management are still vague.Problems like personnel flow and limitations on routine regulation are still exist. According to the personnel management regulations and the analysis of the reasons,the author point out that we should solve the university personnel management problems from the origins by setting some supporting policies,such as power distribution,teachers＇ job analysis and evaluation system,dual- track strategy on personnel management and scientific university financial supervision system,so that the university personnel management can be improved essentially.
