摘  要:促进民间教育评估机构发展,是推动教育管理体制管办评分离的重要举措。他律错位、自律不足,导致民间教育评估机构的诚信缺失。通过构建与政府良性互动关系,培育公民意识和公民能力,培育机构规范运作的环境,可以完善他律约束机制;通过激发机构成员的积极性,构建科学的内部管理制度,提炼核心价值强化成员团结,可以构建自律调控机制。他律和自律的双向构建,最终实现机构的自主发展。Accelerating the development of civil education evaluation agency is an important measurement to promote the separation of management and evaluation of education management system. Heteronomy dislocation and deficiency self- discipline result in the credibility deficiency of civil education evaluation agency. Constructing interactive relationship with government,cultivating citizen's consciousness and ability,and creating a good environment for agencies regulated operating can complete the heteronomy system. Inspiring the enthusiasm of agency's faculty,constructing the scientific internal management,extracting the core value and strengthening the solidarity of faculty,can construct the self- discipline system. Through the bidirectional construction of heteronomy and self- discipline,the autonomous development of the agency can be realized.
