高校治理体系和治理能力建设探索——以云南民族大学为例

摘　　要：2013年,云南民族大学爆发了"6·9"系列腐败案件,涉案人员数十人。这一案件所揭露出来的各种犯罪事实不仅严重影响了学校的声誉,更是极大地破坏了校园文化生态环境,对学校、教师以及学生的健康成长均造成了严重的负面影响。作为肩负着加强中外人文交流,增强高等教育国际竞争力,推进优秀文化传统传承、发展和创新等国家战略历史使命的高等院校,其建设与发展应紧紧围绕"立德树人"这一根本任务,而培育积极、健康向上的校园文化生态环境至关重要。为此,必须深化高等院校治理体系和治理能力建设,规范学校内部权力关系和权力运行,为加快构建能更好地服务于培养中国特色社会主义事业建设者和接班人的社会主义现代大学制度奠定坚实的基础。In 2013,Yunnan Minzu University saw the 6 /9 series corruption case involving scores of people in this university. The crimes exposed in this case have brought about much negative impacts on this university and caused much damage to the campus eco-culture as well as to its overall development. As a university for the implementation of the national strategies like the strengthening of international cultural exchanges and competitiveness,the promotion of the inheritance of our fine cultures and traditions as well as innovation in development,it should focus on the promotion of fine morality and the training of qualified talents,and the establishment of a healthy campus eco- culture. Thus,it is necessary to quicken its governance system and capacity,regulate its power relations and operation by law,and lay a solid foundation for establishing a modern governance system of a socialist university with Chinese characteristics.
