摘　　要：一流大学建设必须高度重视科学创新、师资队伍建设、人才培养、国际化发展和文化传承等5个方面的问题。美国的经验表明,经费保障、共同治理和学术自由是世界一流大学养成的必要条件。《统筹推进世界一流大学和一流学科建设总体方案》从灵活机动的管理制度和协同合作的保障机制等顶层设计上为'双一流'建设提供了可能性,但仍然存在诸多现实困境。从内部治理改革入手,规范决策与民主监督机制,是当前中国大学治理改革以推进'双一流'建设的切入点。完善学术休假制度,也是促进我国高等教育'双一流'建设的策略之一。在评价学视角下,'双一流'建设应有中国特色、国际标准和动态支持机制,要关注评价主体的价值与话语权、对学科发展评价的片面导向和地方院校发展的结构性失衡等问题。The construction of first level universities has to pay great attention to the scientific innovation,teaching faculties,talents cultivation,international development and culture heritage. The American experience tells that the funds guarantee,common governance and academic freedom are the necessary conditions to build the first level world universities. The overall plan to promote the construction of worldly first class universities and disciplines provides possibilities for the construction of 'Double First Class'from the top level design perspective of flexible management system and coordinate safeguard mechanism,but there are still a lot of realistic problems. From the perspective of evaluation,the construction of 'Double First Class'should have the Chinese characteristics,international standard and dynamic supporting mechanism,and pay attention to the value and discourse right of the evaluation subject,the guidance of the assessment for the discipline development,the structural unbalance of local universities development and so on. Starting with inner governance and reform,the regulation of policy decision and democratic supervision mechanism is the starting point of 'Double First Class'construction promoted by the Chinese universities governance reform.
