摘　　要：本篇研究报告为美国关于中国人民银行《银行卡清算机构管理办法(征求意见稿)》提出的建议与要求,属于新闻稿件翻译。内容比较正式,由于涉及到的法律文本具有高度的严密性,在翻译过程中必须不折不扣,准确无误地译出原文的内容,同时又要使译文顺畅,且符合新闻稿语言的文体风格。此文本翻译不同于文学翻译。本文通过大量例句,详细论述了翻译过程中如何运用于翻译理论指导翻译过程,实现交际的目的。This rert is based on suggestion and advice given by comments from the United States on ＂ Administrative Measures on Bankcard Clearing Institutions＂（ Draft for Comments）,which belongs to journal translation. The source text is formal and some legal parts have its seriousness. Translation must be fully and correctly conducted. At the same time,the target language must be smooth and match with journal translation style. This source text is different from literature translation and some examples used to illustrate how to use translation theory to aid translation process. Therefore,the communication was reached.
