摘　　要：中国政府一直强调文化改革的重要性,全社会对文化软实力提升愈加迫切。文化软实力是发展文化产业的重要力量,而建立国家级艺术荣誉制度是提升文化软实力的重要路径。本文围绕文化软实力建设,阐述文化软实力在国际竞争中的重要地位,提出了建立国家级艺术荣誉制度的必要性;从地域性、专业性、持续性和宣传力度四个方面出发,结合国外的国家艺术荣誉制度,指出我国艺术领域缺乏权威荣誉奖励问题;在遵循公正、法制、效益的原则上,提出了加快构建中国特色国家艺术荣誉制度体系的设想。As the Chinese government always stresses the importance of culture reform, it is increasingly urgent to enhance the soft power of culture. Cultural soft power is a key force for the development of culture industry, and the establishment of national honor system for art is an important way to enhance the cultural soft power. Around the construction of cultural soft power, this essay elaborates the key position of cultural soft power in international competition, and highlights the necessity to set up the national honor system for art. From the perspectives of locality, professionality, sustainability and publicity, it points out the problem of lacking an authoritative honor awarding system in China＇s art field, with reference to national honor systems for art in foreign countries. Also, based on the principles of justice, legality and efficacy, it puts forward an idea of accelerating the establishment of the national honor system for art with Chinese characteristics.
