摘 要:基于国际比较的思路,通过建立计量模型,定量分析了"后4%时代"我国财政性教育投入的总量与结构。结果表明,我国当前财政性教育投入水平低于国际平均水平,应将财政性教育经费投入比例至少提高到GDP的4.5%以上。在财政性教育投入结构方面,高中阶段的教育应是今后一段时间内经费投入的重点。"后4%时代"应当继续提高财政保障教育改革与发展的力度,转变教育财政保障的思路,建立适合中国国情的教育财政充足标准,进一步推进公共教育财政制度改革。Based on the international comparison, the amount and structure of financial education investment was studied by using measurement models. It is found that the current level of Chinese financial education investment is lower than the international average level unless the proportion of financial education investment is increased to more than 4.5% of GDP. In terms of the structure of fiscal expenditure on education, more lhnd should be invested in high schools. In "Post 4% Age", the reform of public education financial system should be promoted further, including transforming the thinking of education financial security, increasing the fiscal expenditure to ensure the educational reform and development, establishing the standard of educational finance adequacy in China, and so on.
