摘 要:高新区作为我国承载高新技术产业发展的重要战略空间,成为推动区域科技实力乃至国家自主创新能力提升的关键引擎。高新区成长过程在遵循产业集群演化规律的基础上,受功能定位、产业集聚、边界形成和价值体系等相关因素阶段性的交互影响,与逻辑斯谛增长曲线(Logistic Growth Curve)的阶段划分基本吻合,大体分为要素群集、产业主导、创新突破、辐射联动和衰退/再创五个阶段。本文对比分析了各阶段中关注顺序、主要任务、产业形式、产学研结合态势、空间演化、园区格局等基本特征,并结合园区阶段转换的突变现象,运用突变论阐释了高新区的演化路径与阶段转换机制,以期为我国高新区实现发展阶段有序推移提供理论参考。As an important strategic space to carry high-tech industry development in China, high-tech zone becomes a critical engine to drive the promotion of regional technological strength. Based on following the evolument rules of industrial cluster, the development process of high-tech zones are affected by the stage of related factors interactively such as functional orientation, industrial agglomeration, boundary formation, value system, and agree well with stage division of Logistic Growth Curve. Development stage mainly includes element clustering, industry leading, innovation breakthrough, radiation linkage and rece-ssion/re-innovation. The paper compares and analyzes the typical characteristics of each stage, including attention sequence, primary mission, industrial forms, combination situation of industry-university-research, spatial evolution and frame. And then explains the evolution path and translation mechanism of high-tech zone combining with the catastrophe theory, combining with the catastrophic phenomenon of stage translation. This paper hopes to provide theory reference for realizing the stage upgrade of high-tech zones in China.
