发达国家社会力量参与高校专业设置的机制及启示

摘　　要：发达国家在社会力量参与高校专业设置方面建立了相对完善的机制。社会力量参与高校专业设置可密切高校人才培养与社会人才需求的关系,增强高校本科专业设置活力,推进高校内部管理体制改革。要推进我国社会力量参与高校专业设置,需要做好三方面的工作:一是政府要加强法制建设,保证社会力量参与的权力;二是社会要推进中介机构建设,发挥社会力量的"呼吁"作用;三是高校要深化内部管理体制改革,密切与社会的联系。The developed countries establish a relatively sound mechanism about social force participating specialties in universities. This method can achieve the following objectives： to strengthen ties between personnel training and personnel needs,to enhance vitality of specialties in universities,to promote reform of university internal management system. In order to promote social force participating specialties in universities,we should do the following three tasks： firstly,the government should strengthen the legal system,ensuring the power of social forces to participate; secondly,we should strengthen the building of intermediary agencies,playing the role of intermediaries; last,universities should deepen the reform of their internal management system,strengthening linkages with community.
