摘  要:教育信息化对乡村教师专业化、自主专业发展及自我实现具有重要的价值意蕴,然而在我国乡村教师教育信息化建设过程中却遇到了不少现实问题,如:缺乏顶层设计与政府机构间的协作机制、过度依赖政府的财政投入、学习内容的供给严重缺位以及乡村教师教育信息化项目难以满足实际需求等。"乡村教师支持计划"把乡村教师队伍建设摆在优先发展的战略位置,为乡村教师专业发展提供了重要的发展机遇,并勾勒出了实现乡村教师教育信息化目标及从普遍接入到普遍服务的发展路径,即:加强乡村教师教育信息化建设,制定整体中长期发展战略;开放市场与改变过度依赖政府的发展模式;能力建设与上下结合;最大化移动以实现普遍服务。Education informatization is quite significant for the professionalization, self-directed professional development and self-realization. With the analysis of practical challenges in the process of education informatization construction of rural teachers in China, namely, the lack of co-operation between top-layer design and governmental organizations, over-reliance on financial investment from government, the severe lack of learning contents supply and the failure of the plan of education informatization construction of rural teachers to meet practical needs. Rural teachers support plan puts team construction of rural teachers in the first place and thus provides important developing opportunity for professional development of rural teachers. This paper depicts the goal of education informatization construction of rural teachers, i.e., from universal access to universal service. Education informatization construction should be reinforced, medium and long-term development strategy should be made, market should be opened, the old development mode of relying too much on government should be changed, emphasis should be put on capacity building and the combination of government and people, and mobilization should be maximized to realize universal service.
