大数据时代医疗隐私层次化控制的理性思考

摘　　要：大数据浪潮的兴起为医学的发展带来了新的机遇,也给人类的医疗隐私保护带来挑战。通过限制个人信息的收集、分析、共享行为作为一种保护隐私的手段,医疗隐私层次化控制将运筹学的相关理论应用于其中,结合哲学系统论的方法进行论证,通过对患者个人信息采用分类分级的层次化控制,患者可根据自己对隐私的偏好来定义个性化的访问控制策略,通过优化分析有效解决患者的多目标、多层次、多准则的决策问题,实现医疗数据的社会效益与医疗隐私权益之间的动态平衡。The emergence of big data provides new opportunities for the development of medicine as well as the great challenges on medical privacy protection. As a means of protecting privacy, setting limits on practices of individual information gathering, analyzing and sharing and the theory of operational research are applied in the hierarchical control of medical privacy with the method of philosophical system theory. By using the hierarchical control of individual information, patients can define personalized access control strategy according to their own preference for privacy. The optimization analysis of multi：object, multi-level and multi-criteria in patients＇ decision-making can help to achieve dynamic balance between the social benefit of the medical data and the right of medical privacy.
