关于高考实施社会征题的思考

摘　　要：命题工作是高考改革的核心,实施高考征题制有利于满足我国"十三五"期间高考改革需求。命题征题制也是国际惯例,有利于挖掘命题人才,提升教育测评质量,更好地让高考制度为各高考利益攸关方服务。本文分析了征题制的背景和改革入闱制的必要性,介绍了命题征题中外对比和面临的挑战,最后提出启动征题制的思考与建议。Item writing is a core issue in College Entrance Examination reform and an online test item submission system is conducive to the needs of China＇ s College Entrance Examination reform during the 13th Five-Year Plan （2016--2020）. Online item submission, an international practice, facilitates discovering and training of item writing talents, enhancing educational measurement and better serving stakeholders of the college entrance examination. This paper analyzes the background and necessity of implementing the online item submission system, delineates item writing in China and foreign countries or regions and proposes suggestions.
