摘  要:公平性是公务员薪酬管理过程中的核心主题,我国公务员薪酬由于在管理过程中存在内外部分配不公平现象,大量公务员人才流失,长此以往,会严重影响政府的行政服务水平。对公务员薪酬内部公平性与外部公平性的研究与评价,有助于完善我国公务员薪酬管理模式与薪酬增长机制。通过比较分析公务员人均工资增长率与GDP增长率、国民总收入增长率和人均GDP增长率之间的关系,以及对比公务员薪酬增长率其他行业的薪酬增长率发现,我国公务员薪酬缺乏公平性保障。本文运用分位数回归模型对问卷调查数据进行分析,找出了我国公务员薪酬内部公平性的主要影响因素,并对如何解决公务员薪酬管理的公平性问题进行了分析。Fairness is the core theme of civil servants in the process of the salary management, due to the presence in the management process of internal and external distribution inequities in salaries of civil servants, a large number of resignations, over time, it will seriously affect the level of government administrative services. The research and evaluation of the internal equity and external equity of the civil service pay which is helpful to improve the salary management mode and the growth mechanism. Through comparative analysis of average wage of civil servants growth rate and GDP growth rate, gross national income growth rate, per capita GDP growth rate between the relationship and comparison of civil service pay growth rate and other industry employees salary growth rate, it was found that the lack of civil service pay equity security, In this paper, use of quantile regression model questionnaire data analysis to identify the main factors that influence the fairness of our internal civil service pay, and how to solve the problem of civil service pay equity management were analyzed.
