我国畜产品兽药残留的公共经济学分析及对策

摘　　要：阐述我国兽药残留现状,指出养殖业中滥用兽药现象普遍存在,已严重影响我国畜产品安全与出口贸易。为此,作者在己有畜产品安全事件的经济损失评估模型探讨的基础上,从公共经济学的角度去分析畜产品兽药残留问题,思考消除隐患的可能措施,提出完善兽药残留与动物源食品安全管理的建议。建立安全生态健康产品生产体系,建议改变我国畜产品危害因素的排序。建立基于网络环境下区域性食品安全风险防控中心,建议我国食品安全必须由单一部门来监管,以推动我国兽药残留与动物源食品安全管理的法制化、科学化与现代化。This study expounded the present situation of veterinary drug residue and pointed out the widespread cultivation of veterinary drug abuse phenomenon which has seriously affected China＇s animal products＇ safety and export trade.So,based on the discussion of economic loss evaluation model,the authors analyzed the veterinary drug residue problem of animal products from the perspective of public economics,and proposed possible measures to eliminate hidden dangers,and put forward the suggestions to consummate the veterinary drug residue and animal source food safety management.To establish secure and ecological health products production system,it is suggested to change the order of harmful factors for China animal products.It is very necessary to build regional food security center for risk prevention and control under the network environment.China＇s food safety must be regulated by a single department so as to promote the management of veterinary drug residue and animal source food safety to be more legalized,scientific and modern.
