职业教育专项扶贫机制的政策效果评估——基于四省雨露计划的调查

摘　　要：雨露计划是一项以提高农村扶贫对象自我发展能力、促进转移就业增收、阻断贫困代际传递为基本目标的人力资源开发项目,是专项扶贫的重点工作之一。本文搜集了全国扶贫开发建档立卡面板数据信息(2010-2014年),抽样调查了4个省(区、市)的8个试点县和非试点县,获得试点政策效果对比数据信息,并开展基层抽样调查获取问卷及访谈数据信息。经过对资料的汇总分析发现,雨露计划显著改善了中职就读情况,试点县的政策效果较非试点县更加明显。同时,雨露计划扶贫工作在政策制定和政策实施方面都需进一步改进,以达到"全覆盖"的政策目标。Yulu Plan is a human resource development project, which aimed at improving the self-development capability of rural poverty objects, promoting the transfer of employment incomes, and stopping the intergenerational transmission of poverty. It is a crucial part of targeted poverty alleviation. This paper uses national panel data information（2010—2014）, makes a sample survey by using the data from 8 pilot counties and non- pilot counties of 4 provinces（district、municipality）, collects the comparative data of pilot policies. and also questionnaire and interview data information.After the analysis and synthesize of those information, we conclude that the Yulu Plan has significantly improved secondary vocational school＇s enrollment especially in the pilot counties where the policies made a difference. At the same time, more efforts should be made towards achieving the goal of the＂full coverage＂from the perspective of policy making and enforcement.
