摘  要:大学在机构本质上是一个知识机构(即文化人共同体),在组织特性上属于松散结合系统,在结构特征上则具有专家组织的特征。对大学作更为有效的内部治理调适及内部治理的现代化建设,应立足大学作为特殊组织的内在要求,着眼于机制建设而非体系调整,通过立体化沟通机制、学者化管控机制、专家化监评机制以及分权制衡、放权平衡等措施,拖动大学向学习型组织真正转变,从而实现"效率、公平、意义"相结合的三位一体目标。By institutional nature, a university is a knowledge institution, i.e. a community of culture and man. By organizational feature, it is a loosely united system. By structural characteristic, it shows characteristics of experts. To apply effectiveness adjustment and modernization to internal governance of a university, its internal requirements as a special organization and the notion of mechanism construction in- stead of system adjustment should be taken into Consideration. By introducing the 3 - D communication mechanism, the scholastic management mechanism, the expert- centered supervision and evaluation mechanism, as well as the both check on and balance between different power organs and centralization and decentralization tendencies, the university can be effectively transformed into' a learning - centered organi- zation and the trinity objectives of efficiency, fairness and meaningfulness can be eventually achieved.
