摘　　要：2016年6月7日,《教育信息化"十三五"规划》正式颁布,这是继2012年3月颁布《教育信息化十年发展规划(2011-2020年)》后,教育部再次对教育信息化工作进行的规划部署。规划体现了信息技术的飞速发展对促进教育公平和推进教育现代化的深刻影响,体现了教育信息化的发展出现的几个重要转变:一是从教育信息化的"战略部署初步形成"到"战略地位得以确立"的转变;二是教育信息化从基础建设和整合应用向完善建设和融合应用的转变;三是教育信息化从服务于教育自身向服务于中央和国家对社会经济发展整体布局的转变;四是教育信息化从独自探索向国际引领协作的转变。这份《规划》重在深化应用,深度推进信息技术与教育的融合创新,不仅具有前瞻指引、聚焦落实、面向全局、关注差异的特点,"四个提升"和"四个拓展"的主要任务,也为未来五年教育信息化在提高教育质量、提升教育治理能力、促进教育公平、推进教育现代化和服务社会经济发展等方面,提供了针对性高、执行性强的实施蓝图。On 7th June,2016, ＂China＇s 13 th Five-Year Plan for ICT in Education＂ was formally promulgated,which was once again that since the issue of ＂National Development Plan for ICT in Education（2011-2020）＂ China＇s Ministry of Education planned the development of ICT in education.This plan reflects the significant impact of rapid development of ICT on promoting education equity and improving education modernization.And four aspects of significant transformation have emerged of ICT in education as follows：a） from ＂strategic deployment initially formed＂ to ＂strategic position established＂,b） from the infrastructure construction and integrated application to the perfecting construction and fusion application,c） from serving the education itself to the social and economic development,d） from indigenous exploring to international leading collaboration.This plan also focuses on promoting the integrated innovation of ICT with education,and it＇s not only prospective guidance and overall-oriented but also focuses on implementation and differences.The eight main tasks offer a strong implementation blueprint of ICT in education for promoting education quality,improving educational governance capacity,raising education equity,advancing educational modernization,and serving social development in next five years.
