关于完善高职院校二级管理模式的思考

摘　　要：校院二级管理改革是高职院校顺应加强内涵建设、提升核心竞争力需要的重要举措。校院二级管理有利于完善内部治理结构,合理配置资源,形成办学特色。高职学校实施二级管理应处理全局与局部、部门与学院、监督与服务、用权与担责的关系。进一步厘清各部门权力边界,确保制度间衔接配套,提升学院二级管理实操能力,提高干部执行力,可进一步完善高职院校二级管理模式。The two-level management reform is an important measure for vocational colleges to conform to the re-quirements of connotation construction and core competitiveness enhancing. With advantage effects of the twolevelmanagement mode in higher vocational colleges analyzed,the paper focuses on four relationships thatshould be properly dealt with in the process of implementing the management,which is followed by ways andmeasures proposed to improve the management mode.
