区域“双创”能力评价指标体系研究——基于因子分析和聚类分析

摘　　要：随着"大众创业,万众创新"(简称"双创")的兴起,普通大众创新创业已经成为支撑地区经济发展的新引擎。大力开展创新创业活动成为各地区推动经济发展的重要战略手段。为了便于各地区政府对地区创新创业活动进行预测、监督及管理等,有必要建立一套科学合理的评价指标体系来评价各个地区的创新创业能力,推动各地区创新创业活动良性发展。以中国内地31个省(市、区)为研究对象,首先,选取28个反映创新创业主体、创新创业环境及创新创业绩效方面的指标,建立了区域创新创业能力评价指标体系。然后,采用因子分析模型和聚类分析方法对31个省(市、区)的创新创业能力进行了分析、对比及排名。最后,针对因子分析和聚类分析结果,选取了部分具有代表性的省市区进行规律总结,并对区域创新创业的发展提出了相应的政策建议。Since ＂ Mass Entrepreneurship,Mass Innovation＂（referred to double-innovation）was advocated in China,general public innovative entrepreneurship has become an important engine to support China＇s economic development.Double-innovation has become a strategy for local government to promote economic development.In order to facilitate government to predict and supervise double-innovation activities,it＇s necessary to establish a set of scientific and rational evaluation indexes to evaluate the ability of innovation and entrepreneurship in all regions.It employs 31provinces（municipalities）in Chinese Mainland as a sample,selects twenty-eight indexes reflecting the double-innovation＇s subject,environment and performance indicators,and establishes a regional innovation enterprise capability evaluation index system.Then,this study uses factor analysis and cluster analysis model to analyze,compare and sort the 31provinces＇（municipalities）innovation and entrepreneurship ability.Finally,for the results of the factor analysis and cluster analysis,this paper chooses some typical areas to summarize the rules and puts forward corresponding development strategies for developing double innovation in all regions.
