基于组织管理体制论高校附属医院党风廉政建设

摘　　要：医学院校与综合性大学合并,作为医学教育重要组成部分和临床教学实施场所,高校附属医院的行政、教学、科研等由原属卫生部门转入教育部,而医疗业务及资金、财务管理仍由卫生部门管理,造成了多头管理,在党风廉政建设方面也有不同程度的表现。政府应注重顶层设计,理顺各方关系,加强政府、高校、附属医院之间的协调配合。高校内部应通过监督检查、案件倒查强化党风廉政建设责任制落实,配齐配强执纪队伍。Due to the merging of universities and medical colleges, affiliated hospital of university became an important part of medical education and clinical teaching place. Ministry of Education start to take charge of administration, teaching and scientific research sectors in affiliated hospital of university. However, the medical business and financial management are still governed by the health sector, which results in bull management and many problems in the construction of the party conduct and of an honest and clean government. The government should pay attention to the toplevel design, straighten out the relationship between different parties, strengthen coordination and cooperation among the government, universities and affiliated hospitals. The internal supervision and inspection should be strengthened to conduct the implementation of a clean and honest administration through case investigations and complete with strong discipline team.
