摘  要:从义务教育服务产业的视角出发,义务教育治理不仅是政府的职能,而且是市场与社会的责任,更是政府、市场与社会不同主体的合作互动。义务教育是混合供给的服务产业,既然如此,义务教育治理就是多中心的结构安排。这意味着权力结构与治理主体的多元化、决策单位与制度供给的多中心、治理机制与组织安排的多样化。要构建义务教育治理的多中心体制,不仅需要推进政府教育职能的转变,也要促进义务教育服务产业的发展并提升其自主治理能力,还需要通过有效的制度安排以实现政府、市场与社会的合作治理。From the perspective of compulsory education service industry, the governance of compulsory education not only is the function of government but also is the responsibility of market and society, which also involves the cooperation and interaction between various subjects of government, market and society. This means the diversification of power structure and governance subjects, the polycentricity of decision-making departments and system supplies, and the diversification of governance mechanisms and organizational arrangements. The establishment of the polycentrie governance system for compulsory education requires that the educational functions of government be transformed, the development of compulsory education service industry be promoted and its self-governance capability be strengthened, and also the collaborative governance of government, market and society be realized through the effective institution arrangements.
