民族地区旅游开发惠及民生的绩效评价实证研究——以丽江、九寨沟等地为例

摘　　要：从改善民生视角研究民族地区旅游惠民的绩效评价问题,首先通过文献研究提出民族地区旅游惠民绩效的影响因素,据此设计调研问卷,并应用因子分析方法开展实证研究,从而构建以旅游惠民投入效应为导向,将公共性民生效应和个体性民生效应作为一级指标的民族地区旅游惠民绩效评价指标体系。同时,与以旅游惠民产出效应为导向,将原有旅游对社会、经济、环境的民生效应作为一级指标的评价指标体系相结合,进而共同构建出基于"投入——产出"的整体性绩效评价机制。From the perspective of improving people＇s livelihood,this paper studies the performance evaluation of livelihood- benefited tourism in ethnic minority areas of China. First,it analyzes the influencing factors with the help of the relevant literature review,and then,it works out the questionnaires before the case study is carried out with the help of factor analysis. Oriented by the relevant input effects,it establishes an income performance evaluation index system with the publicity and individuality effects as the first- level indicators. Furthermore,it establishes the outcome performance evaluation index system with the social,environmental and economic effects as the first- level indicators based on the relevant output effects. Finally,it establishes a complete performance evaluation mechanism of income and outcome after the output- effect factors have been integrated with the input- effect factors.
