摘  要:农村学前教育普及的关键在于落实政府责任,政府责任落实的核心在于管理体制的科学构建和管理模式的有效运行。对4个不同发展程度农村地区进行深入调研,发现在管理体制上存在着"责任上收、责任分担、责任下放"三种不同的政府间责任重心分类,其中责任分担又分为"权责对等"和"权责均衡"的三级分担模式两个亚类;在管理模式上存在着"小幼一体化"和"独立建制、镇村一体化"两种实践类型,其中独立建制又分为"中心园有行政实权"和"中心园无行政实权"两个亚类。在对以上各种类型的利弊进行分析的基础上,进一步探讨管理体制与管理模式优化组合的策略,并为不同发展程度农村选取适宜的管理路径提出了对策建议。Implementing government responsibility is the core factor of promoting rural preschool education development,and the effective operation of the administrative system and management model are the core elements of implementing government responsibility.Based on the survey of four rural areas at different developmental levels,the study found that there were three types of administrative systems:the county government took accountabilities;the county and town governments shared accountabilities,and the governments allocated accountabilities to village committees;and there were two sub-types regarding sharing accountabilities:equal authority and responsibilities,and balanced authority and responsibilities.There were two types of management models,which were the integration management of preschool and primary school,and the independent management of kindergartens across village and towns;and the two sub-types of the independent management includes the center kindergartens having the administrative authorities and the center kindergartens not having the administrative authorities.Based on the analysis of the advantages and disadvantages of the types mentioned above,the authors further discussed the strategies to combine the administrative systems and management models in an optimized manner and made policy suggestions regarding selecting management approaches that are suitable for rural areas at different developmental levels.
