摘　　要：河北省历史悠久,地理位置独特,文化资源丰富,然地方文化的发展相对滞后。翻译人才的匮乏已经成为影响河北文化"走出去"的瓶颈,直接影响到对外传播发展战略。打造一支高素质翻译人才队伍,应该从政府、地方高校和高校教师三方面入手,提高认识,采取切实可行的措施,从而推动河北文化走向国际市场。Although Hebei Province has long history, rich cultural resources and unique geographical advantages, its cultural transmission has been developing slowly both at home and abroad. The lack of high-qualified translators has become the bottleneck in the ＂going global＂ way of Hebei culture, thereby affecting the strategies of international communication. So, efforts need to be made to cultivate a group of high-qualified translators from the aspects of governmental agencies, local colleges and college teachers in an attempt to enhance Hebei culture＇s ＂going global＂ strategy.
