摘  要:1985年以来,我国基础教育阶段公办学校办学体制改革中的市场参与经历了三个发展阶段。以历史制度主义的框架来看,有关市场参与的制度设计是在宏观制度背景、多元变量及其排序变化和行动者的办学行为与互动所构成的制度结构中生成的;由于学习效应、适应性预期及所形成的非正式制度,制度变迁中存在着明显的路径依赖现象;决策者在不同阶段对教育公益性的诉求变化导致了引发制度急剧变迁的关键节点。市场力量已经成为公办学校办学体制改革中无法回避的影响者,充分发挥市场的积极作用需要打破路径依赖并积极把握下一次关键节点。The market participation in the reform of public school running system in basic education stage has experienced three development stages. Seen in light of the framework of historical institutionalism, players partaking institutional design of market participation are the macro institutional situation, multiple variables and changes of their ordering, and actors' behavior and interaction in school running. Due to the learning effect, the expected profitability, as well as the informal institutions, there is an obvious path dependence phenomenon in institutional change. The changes of the demands of decision - makers to public goods of education in different historical stages result in critical junctures which cause drastic institutional changes. Market power has already become an unavoidable impact factor of public school reform. In order to give full play to the positive roll of the market, the path dependence should be broken up and the succeeding critical juncture be accurately grasped.
