摘　　要：航海高职院校生源质量逐年下降,国际公约对海船船员的英语水平要求越来越高。要切实提高航海院校学生的英语水平,海事主管机关需要改变目前航海英语适任证书考试机制,高职院校需要深化航海英语教学改革,实现EOP转向,并帮助学生做到学以致用。The quality of the navigation professional college students deteriorates year by year. However, the English proficiency for ocean-going vessel seafarers required by International convention becomes higher and higher. In order to improve navigation college students＇ English level practically, the maritime administration should change the navigation English examination mechanism for competency certificate and the professional colleges should deepen their navigation English teaching reform. They should turn navigation English to EOP and help the students put what they have learned into use.
