摘 要:国家资格框架的功能需要准确理解:它只应有助于各类专门教育之间,而不是普通教育与职业教育之间的沟通与融合。实现这一功能的依据是学历证书和职业资格证书在功能上的等值,即二者都可以表征人的职业能力。为了更有效地促进"双证等值",职业学校的学历证书应当成为职业能力而不是文化科学知识的证明。The function of the national qualification framework needs to be understood accurately. It should be conducive to the communication and integration between the various kinds of special education, rather than the general education and vocational education. To achieve this function is based on the equivalence of academic certificates and vocational qualification certificates in function, that is, the two are able to characterize a person's professional competence. In order to promote the equivalent of academic certificate and vocational qualification certificate, the qualification certificate of vocational school should be mainly the proof of professional competence rather than cultural knowledge.
