摘 要:在"力争上游评价项目"的资助下,美国多个州联合建立了与"核心标准"相一致的评价体系(NGAS)。NGAS评价体系由PARCC评价体系和SBAC评价体系构成。目前,该评价体系已在美国的多个州和地区正式实施,但在实施过程中逐渐暴露出一些问题,包括联邦介入评价体系的开发和实施,受到政治上的反对;基于测验的问责制受到抵制;测验的实施未能缩小学生成绩差距;测验实施成本太高,遭遇财政困难;测验时间长、难度高,加重了学生学习负担等。将已有评价体系与州研制的测试相结合、提供多样化评价政策和选择、缩短测验时间等是美国NGAS评价体系实施的新举措。The Race to the Top Assessment Program provides funding to consortia of States, which consists of PARCC Assessment and SBAC Assessment system to develop assessments which is aligned with Common Core State Standards (NGAS). Next Generation Assessment Systems has managed to move to full implementation. There are many problems during implementation process of Next Generation Assessment Systems : expansion of federal control into education and a violation of states' rights have led to political opposition; test-based accountability has run into resistance; the achievement gap has widen; the costs of implementing the new assessments are too high; and the massive amount of time and the high level of difficulty of test make students feel great burden. The new development trends of the implementation of the Next Generation Assessment Systems include combining consortia and state-specific tests, providing alternatives for assessment, limiting administration time of assessments, and so on.
