摘　　要："政策交流(Policy Exchange)"是英国当前最有影响力的右翼智库之一。它秉持"机会扩散""市场导向"等基本原则,力图通过建立一个充分自由竞争、政府有限引导的"学校市场",提升教育质量、实现教育公平。"政策交流"深刻影响着英国教育从课程标准、学校改进、学校督导、教师教育,到高等教育、职业教育等的方方面面。近年来该智库重点关注学校改进与管理、教师激励与留任、职业教育等议题,倡导合作与竞争并存以应对单纯"市场导向"为教育质量提升带来的挑战。＂Policy Exchange＂ is one of the most influential think tank in UK. With ＂spreading opportunities＂ ＆ ＂market orientated＂ as its principles, it devoted to establish a school market with free competition and limited government, and regarded it as the approach to enhance education quality and equity. ＂Policy Exchange＂ has great influences on various aspects of UK education, including curriculum standards, school improvement, school inspection, teacher education, higher education, vocational education, etc.. In recent years, its loci are on school improvement ＆ management, teacher incentives ＆ retention, vocational education. It began to combine competition and collaboration to resolve the challenges from the ＂market orientation＂.
