摘 要:作为国家首个部省市共建的统筹城乡教育综合改革试验区,成都市经过多年的探索和实践,建立并不断完善城乡教师队伍的补充、交流、培训和退出等机制体系,以此推动城乡教师资源配置更加优化,这对实现城乡教育一体化具有非常重要的价值。针对优化城乡教师资源配置探索过程中存在的教师素质衡量标准单一、农村优秀教师社会地位不高、城乡教师互动交流主动性不强等问题,建议提高教师资源配置的科学性、实施倾斜农村教育发展的政策、破除影响教师交流的体制障碍。Chengdu City, the first comprehensive reform pilot area regarding integration of urban and rural education built by nation, province and city,has established and constantly improved its mechanism system in the field of complement, communication, training, and withdrawal of urban and rural teachers team after years of exploration and practice, which is beneficial to promote the allocation of resources between urban and rural teachers and has great value to realize the integration of urban and nn'al education. The problems exist in the process of optimizing the allocation of urban and rural teacher resources are:measuring standard of teacher quality is simple,social stares of outstanding teachers in rural areas is not high, urban and rural teachers' interaction is not active and so on. In order to optimize the allocation of urban and rural teacher resource, we propose to improve the allocation of teacher resources scientifically, to implement the policy favoring the development of rural education, and to get rid of the institutional obstacles that affect the exchange of teachers.
