基于“三螺旋”理论的企业参与职业教育保障机制构建

摘　　要：依据"三螺旋"理论,职业教育的服务对象是区域经济,终极目标是创新,创新动力源自政府、产业、大学"三位一体",相对独立又协同运行。基于此,要保障企业充分参与职业教育,在知识空间的科技集群阶段,政府要制定区域经济目标,为企业提供项目保障,搭建教育集群、科技集群等知识集聚平台,学校为企业高质量科研成果和人才输送提供保障。在趋同空间的战略统一阶段,政府实施法制、税收、奖励等相关政策,构建校企协同创新平台;学校参与企业员工培训、培养和科技研发、交流对接。在创新空间的科技成果产业化阶段,政府搭建孵化平台,拓建和引入金融、风投等融资渠道,促使科技成果溢出和转化,学校应该进行深入研发,为企业发展提供可持续性科技创新成果。Based on triple helix theory, vocational education serves for regional economy, and is developed for innovation, which is driven by the Trinitarian force from government, industry and vocational college. So in order to guarantee the adequate participation of industry in vocational education,at the stage of ST cluster in knowledge space, the government sets developing aim of regional economy, provides industry projects, and sets up the platform of higher educational and ST cluster; vocational colleges provide hi-quality ST and highleveled skilled labor. At the stage of unification strategy in convergence space, the government should carry out policies in the aspects of law, tax, incentive etc., and set up the platform of synergy innovation; vocational colleges provide employee training and education, and ST RD achievements. At the stage of industrialization of ST achievements in innovation space, the government should set up the incubation platform of ST achievements, widen financing sources of finance, VC etc. to boost RD spillover and transformation; vocational colleges should make further RD to provide continuous ST innovation achievements for industry.
