我国留学奖助政策的评估研究

摘　　要：我国出国留学人数逐年增加,层次不断提高,回国服务领域日益广阔,很大程度上得益于各级政府在人才培育方面所发挥的不可替代的促进作用,其中留学奖助政策作为留学政策的重要内容,实施的绩效究竟如何有待检验。基于此,在对我国现有留学奖助政策内容及高校留学项目进行梳理的基础上,以江苏高校出国留学生为调查对象,评估留学生对留学奖助政策关键细则和条例规定的满意和认同现状,对现有留学奖助政策情况的全面分析,找寻其中存在的问题与不足,提出针对我国留学奖助政策的优化对策,以政策创新来促进留学人才管理工作的未来发展。The number of people who study abroad in China increased annually, and levels continue to improve, the field of returned sernce is becoming increasingly broad, which thanks largely to government＇s irrephace able role at all levels in the training of human resources. Among these, study abroad grants policy is an important aspect of study-abroad policy, the implementation of performance still needs to be tested. Based on China＇s existing study award help policy content and the arrangement of university study abroad project take Jiangsu University students who study abroad as survey object, evaluate students＇ satisfaction and identity status on the key rules and regulations, make full analysis based on existing study award help policy situation, find the existing problems and drawbakes, propose countermeasures for China＇s study award help policy of op- timization, in order to promote future development of administration of study-abroad talents through policy innovation.
