英国国家教育培训体系对我国现代学徒制教育的启示

摘　　要：英国国家教育体系的基本特点为:纵向衔接,层次完备,维护公平,选择多样;横向融通,成果互认,和谐发展,地位对等;统一标准,自主办学,严格监管,保证质量。英国职业教育培训体系与学术教育相互融通,与继续教育相互支撑,与职业培训相互驱动。英国现代学徒制教育改革发展的基本特点和趋势为:法制化约束,促进多元协同,推动学徒制规范科学发展;一体化推进,促进普职融合,提升劳动者综合技能素质;系统化改革,促进质量保证,推动学徒制范围不断拓展;战略化发展,促进校企合作,推动各学院服务经济发展。据此,英国国家教育培训系统对我国现代学徒制教育带来的启示是,要建立健全中国特色现代学徒制教育法规政策制度、教育教学管理规范、教育质量标准体系、教育师资培养体系和教育质量保证体系。The UK education system has the following characteristics： vertical connection, different levels, justice maintenance and multiple choice ; horizontal integration, mutual recognition of achievements, development in harmony and equality in social posi- tion; unification of standards, autonomous mrming of school and strict supervision, ensuring quality. It＇s vocational education and training system is integrated with academic education system; mutual support exists between vocational education system and the con- tinning education system, and mutual promotion between vocational education and vocational training. Its reform and development in modem apprenticeship education system show the following characteristics and future trends： 1 ） the legally-bound reform has promo- ted the cooperation among school, enterprises, and society, resulting in a healthy development of the system; 2） the reform has fa- cilitated the integration of vocational education and general education, thus improving the overall quality of the labors ; 3 ） the reform has been carried out systematically to assure the quality of the education and expand the scope of the system; 4） the strategic devel- opment has promoted the cooperation between schools and enterprises so that schools will make more contributions to the economic development of the country. The UK＇s education system should be one of the sources of inspiration for China to establish her own modem apprenticeship education system with Chinese characteristics, and this means that we need to perfect the laws and regula- tions, strengthen the management of education and teaching, set up a quality standard, and improve the teaching talents cultivation system and the education quality assurance system.
