精准扶贫背景下教育支出与贫困关系的调查研究——以安康市五里镇冉砭村为例

摘　　要：采用文献法、统计法和访谈法,对安康市五里镇冉砭村建档立卡的贫困户和贫困人口的教育支出与贫困关系开展调查。结果显示,教育支出是导致贫困的第三大因素,因学致贫家庭和人口构成第三大贫困家庭类型和人口群体,47%的贫困家庭需要教育扶贫,同时需要教育扶贫的贫困生在各教育阶段呈现不同的人数和费用特征,因学致贫的原因主要有教育资源缺乏、教育支出不当、教育资助数额偏低。为此,本文提出四条教育精准扶贫措施:第一,落实农村贫困家庭学生资助全覆盖,合理确定资助金额;第二,实施村小和九年制学校附属幼儿园建设,普及农村学前教育;第三,合理布局村小,加快寄宿制小学建设;第四,转变教育观念,引导贫困人口合理教育投入。Based on the methods of literature, statistics and interviews, this study investigated the relationship between poverty and edu- cation expenditure of impoverished households and poverty-stricken population in Ranbian village, Wuli town of Ankang city. Survey re- suits showed： Education Expenditure is the third-leading cause of poverty, poor families due to school learning constitute the third type of largest population of poor families, 47% of poor families need educational poverty alleviation, poor students who need educational poverty alleviation presented different number and cost characteristics in each stage of education, the reasons of poverty caused by school are lack of education resources, improper education spending, low education level of funds. Therefore, four precise measures to were put forward to alleviate poverty： Firstly, full coverage of student funding in rural poor families should be implemented and reasonable amount of funding should be determined; Secondly, the construction of affiliated kindergarten in village primary school or nine-year ed- ucation schools should be implemented in order to popularize rural preschool education; Thirdly, reasonable layout of rural primary school should be built to speed up the boarding school construction; Fourthly, the concept of education should be changed to guide the poor people to reasonably invest money in education.
