摘  要:为应对市场失灵,澳大利亚政府对处境不利儿童接受早期教育与照看进行了扶助,包括提供经济资助、支持优先入学及提前接受学前教育、创新服务提供方式、提升早教工作者为处境不利儿童提供服务的能力等。政府扶助取得了显著成效,但也面临着相关计划资助水平较低、计划目标偏离、地方政府财力不济和合格工作者缺乏等挑战。澳大利亚政府在扶助处境不利儿童入学接受早期教育与照看方面所做的工作对我国有若干启示,如政府对学前教育的财政投入职责重心应上移、应实施需求侧资助模式、应尝试建立一体化服务中心和提升幼儿教师队伍为处境不利儿童提供服务的能力等。To deal with market failure,Australian governments take some initiatives to assist disadvantaged children in accessing early childhood education and care,such as supporting access priority and early entry to preschool,funding disadvantaged families and eligible suppliers,innovating service supply approaches,enhancing the capacity of workforce to provide services to disadvantaged children.Australian governments have made remarkable achievements,but are also facing several challenges including the low level of funding and deviation from original objectives for some programs,financial difficulty of local governments,and qualified workforce shortages.There are several inspirations from Australia,such as taking the main role of funding by the central government,employing the demand side funding model,trying to establish integrated service centers,and building a skilled early education workforce to serve disadvantaged children better.
