摘 要:京津冀协同发展是党和国家在全球化、区域化、新型城镇化背景下作出的重大国家战略。教育协同发展是这一国家战略的重要内容和推动力量。基础教育是教育的重要组成部分,坚持区域整体与部分有机统一,推动京津冀基础教育协同发展是京津冀教育协同发展的重要内容。当前,京津冀三地基础教育在资源配置、教师队伍等多方面存在着较大的差异。推进京津冀基础教育协同发展,需要克服观念、期望、体制等不利因素,发挥地缘、命运共同体、人心所向等有利因素。推动京津冀基础教育协同发展,需要坚持开放合作、分步分层推进、优势互补、互利共赢等基本原则,在资源分享、政策沟通、标准统一、协调发展等重点领域开展合作;需要建立必要的组织和保障机制,主要包括:由领导决策层、专家咨询层、职能部门执行层组成的科学有效的协同发展组织架构;顶层规划设计协同机制;沟通协商机制;专家咨询、论坛汇智等研究咨询机制。The Coordinative Development of elementary education in Beijing, Tianjin and H ebei is a key national develop- ment strategy advocated by the Central Party and State Council against the general background of globalization, regionaliza- tion, and new-type urbanization in China. Since elementary education is an important component of education, it is necessary to adhere to the principle of local part-whole unification. At present, there is a big difference in resource configuration, teaching body and other aspects of elementary education in Beijing, Tianjin and Hebei. The coordinated development de- mands to overcome the defects in ideology for, and expectation and institutionalization of, each of these areas. In other words, each of these places has its due advantage; but all of them should be united as a whole of fortune community as ex- pected. In other words, the coordinative development requires such principles as open cooperation, procedural and hierarchi- cal advancement, advantage complementarity and mutual beneficiation on the basis of resource sharing, policy compatibility, standard unification and coordinative development. In that regard, it is necessary to set up an organizational and insurance mechanism, such as a coordinative structure constituted with layered administration.
