民族地区扶贫现状与困境的对策研究——以湖北省恩施州为例  

Status Quo and Difficulties of Poverty Alleviation in Ethic Minority Areas——A Case Study over Enshi Prefecture of Hubei Province

摘　　要：民族地区由于民族构成的多元化和复杂性、地理位置偏远和生态环境脆弱等客观条件的限制,成为扶贫工作中更为特殊的地区,凸显了民族地区扶贫工作的紧迫性和重要性。本文选用西部地区全面脱贫实现小康社会的评价指标和2013年恩施州统计年鉴数据,用以描述恩施州实现全面脱贫奔小康的发展现状;同时,测算恩施州全面建成小康社会部分指标的实现程度和贫困现状;并分析扶贫工作面临的难点问题,从而提出相关政策建议。Due to the diversity and complexity of ethnic composition, remoteness, fragile ecological envi-ronment and the limitation of objective conditions, minority regions become more special in the poverty allevia-tion, and underscore the urgency and importance of the poverty alleviation in ethnic minority areas. This article chooses the Evaluation Index of the Western Regions out of Poverty to Realize a Moderately Prosperous Society and Enshi 2013 Statistical Yearbook, describes current statement of comprehensive poverty alleviation in Enshi. At the same time, it measures the implementation degree index of building a moderately prosperous society in Enshi, analyzes the difficulties facing the poverty alleviation work and puts forward relevant policy suggestions.
