高校设备物资采购招投标环节管理存在的问题及对策

摘　　要：高校设备物资采购实行公开招标对节约采购资金、规范采购行为、实现廉洁采购等有着重要意义。然而有的高校对招投标环节管理不严,有的人通过在其中的项目论证、采购文件编制、组织开标评标和合同履行阶段等环节违规操作谋取不当利益,违背了高校实施招投标的初衷。针对高校设备物资采购招投标环节存在的问题,提出通过规范一般性采购流程以及应用现代信息技术改造传统流程两大措施实现廉洁采购,从而保障高校健康发展。Competitive bidding in the equipment and material procurement is of great significance for saving procurement funds, standardizing procurement practices and achieving clean procurement in colleges and universities. However, the bidding process management is not strict in some colleges and universities, some people win inappropriate interest through illegal operations in argumentation about equipment and material procurement, formulation of bidding document, bid opening and evaluation and performance of contract of the bidding process. All of these violate the initial idea of bidding of colleges and universities. Aiming at the current situation of equipment and material procurement bidding of colleges and universities, two strategies of constructing incorrupt procurement were put forward in the paper, they included standardizing the normal procurement procedure and reforming traditional procurement procedure by using of modern information technology. These will promote the healthy development of colleges and universities.
