摘　　要：提高大学自治水平和高等教育质量已成为欧洲大多数国家的共识,然而欧洲各国秉持的大学自治观和其推出的相关政策存在较大差异。欧洲大学协会则将大学自治统一划分为组织自治、财政自治、学术自治、人事自治四个维度,并对欧洲28个高等教育系统的高校自治状况数据化,以比较各国高校自治状态、勾勒出欧洲大学自治图景。研究发现不同自治维度之间存在紧密的连带关系,因此建议采取一种整体性的系统方法,兼顾自治权的各个维度,并由大学和政府共同完成大学自治变革。It is a consensus among most of European countries to expand the level of university autono- my and improve the quality of higher education. However, there are great differences in the concept of university autonomy as well as the relevant policies of university governance. In this regard, the Euro- pean University Association compares and outlines university autonomy according to four dimensions： organizational autonomy, financial autonomy, academic autonomy and staffing autonomy, and carries out related research about university autonomy of European universities based on 28-indexes university＇s data. The research shows that there is close relationship among the dimensions of university au- tonomy, and proposes an integral approach through balancing various dimensions to fulfil the reform of university autonomy by both universities and relevant public authorities.
