安徽省高等教育中外合作办学的现状、问题与对策——基于中部六省和江浙沪的对比分析

摘　　要：研究安徽省高等教育中外合作办学问题,不仅能为安徽省中外合作办学的后续发展提供明确的发展方向和有针对性的提升策略,还能为其他兄弟省份高等教育中外合作办学的内涵建设和质量提升提供参考。通过与中部六省及江浙沪中外合作办学统计数据的比较发现,安徽省高等教育合作办学在数量规模、层次结构、培养模式、质量效益等方面均处于劣势,基本位于中部六省的中下水平,远不及江浙沪发达地区。具体问题包括合作办学机构和项目数量偏少、人才培养规格与学历教育层次偏低、专业结构布局相对失衡、优质教育资源融合与利用质量不高、合作办学相关信息发布不够全面公开、考生对中外合作办学项目还不青睐等。在"十三五"期间,安徽省需要从优化结构、提升质量、完善评估和注重输出4个方面下足功夫,充分发挥中外合作办学在推进区域高等教育国际化和高教强省战略进程中的积极作用。To study the issue of Sino - foreign cooperation in running schools of higher education in Anhui provides not only clear development direction and targeted promotion strategy for the follow-up deve-lopment of Sino foreign cooperative education in Anhui province, but also good effects and reference signifi-cances for the connotation construction and improving the quality of Sino foreign cooperation in running higher education of the same type area in China. By comparing the statistics of six provinces in central China with Jiangsu, Zhejiang, Shanghai, it shows that Anhui province is at a disadvantage in terms of quantity scale, hierarchical structure, training mode, quality and efficiency of Sino foreign cooperation education. That is, school institutions and projects are insufficient, personnel training standard and education level is low, the layout of professional structure is relative imbalance, the related information of Sino foreign coope-ration is not fully known to the public, the fusion and utilization of quality educational resources is not high, and the candidates do not favor Sino foreign cooperative education projects. During the ‘‘13th Five-Year” period, Anhui needs to put efforts on the four aspects, namely, the optimization of structure, quality impro-ving ,improving evaluation and strengthening the output, in order to give full play of the positive role of Sino foreign cooperation in the strategy of developing process of internationalization of regional higher education and a province of powerful higher education.
