试论高职院校治理结构模式的构建——基于ISO质量管理体系的视角

摘　　要：针对高职院校多元主体治理过程中政治权力、行政权力、学术权力和民主权力之间关系不明确、相关利益配置不均衡的问题,结合ISO9001质量管理和治理结构理论,构建基于ISO质量管理体系的高职院校治理结构模式,即将ISO9001质量管理体系的工作流程运用到学校治理结构中,相关利益关系主体按照ISO9001质量管理体系共同治理学校。通过确立治理结构框架、明确治理质量目标、完善治理规章制度、建立动态监控机制、落实评价改进措施等步骤构建ISO治理结构模式。在治理结构模式构建过程中,要做到三个切合实际,即切合实际制定治理目标、切合实际制定规章制度、切合实际制定评价体系。According to the unclear relationship between political power, administrative power, academic power and democratic power in higher vocational colleges in the process of multi governance, the imbalanced interest distribution, combining with the ISO 9001 quality management and the governance structure theory, construction of ISO quality management system for higher vocational colleges based on the mode of governance structure, that is, the upcoming ISO 9001 quality management system work is applied to the school governance and the main related interests is used to govern school in accordance with the ISO 9001 quality management system.The establishment of the framework of governance structure, the clear quality objectives, the improvement of governance rules and regulations, the establishment of dynamic monitoring mechanism, the implementation of evaluation measures are adopted to improve the construction of ISO governance structure model. In the process of the construction of the governance structure model, we should do the three things, that is to say, to make the actual governance objectives, to formulate rules and regulations, and to design the evaluation system.
