地方普通高校应用转型的动因、历程与出路

摘　　要：地方普通高校应用转型的动因是国家发展职业类本科教育的需要,是地方普通本科高校自身解困的需要,是经济发展对高等职业教育的需求日益迫切,是学者理论上的铺垫与国家政策的出台。对党中央、国务院以及教育部等所发文件和召开的会议分析,可以清晰地呈现出地方普通高校向应用型高校转型的"九步历程"。"应用型本科"究竟该如何理解?最具代表性的有"四种观点"。从我国的教育体系模型图看出,应用转型就是应用技术型转型,"应用技术型"是职业教育的范畴,是中等职业学校和高等职业专科的升学对象学校。应用转型的实质是"市场性转型"。就地方普通高校而言,应坚持"实事求是""积极作为"的原则,提倡"政府和社会资本合作"(PPP)建设新的市场适应性强的专业,实现"部分转型"和"软转型"。Causes for the application - oriented transition of local normal colleges and universities are the needs of vocational un- dergraduate education in our country development, the needs of self - solving problems of local normal colleges and universities and the increasingly imperative demands for the economic development for higher vocational education. The theoretical foundation of scholars and national policies, and the analysis of the documents issued by Party Central Committee, the State Council and the Ministry of Edu- cation and the analysis of the meeting held can clearly show the nine - step historical process of the transformation from the local colle- ges and universities to the application- oriented university. How can the ＂Application- oriented＂ university be understood？ The most representative has the ＂four views＂. Application -oriented transition of local normal colleges and universities is the application type of technology. Application technology is the category of the vocational education and the entrance to the target school of secondary voca- tional school and higher vocational college. The essence of application transition is market transformation. Colleges and universities in transition should adhere to ＂seek truth from facts＂ and ＂active action＂ principles and promote cooperation of the Government and social capital ＂Public -Private Partnership＂ to construct the majors of the strong adaption to new market and thus to achieve the ＂part of tran- sition＂ and ＂soft transition＂.
