特大型露天矿区空心化村庄特征及管理对策

摘　　要：中国矿业发展在带来经济发展的同时还引发了大量环境问题和社会问题,矿区村庄的"空心化"现象反映了日益突出的矿乡矛盾。文章通过构建"压力-状态-驱动-响应"模型研究山西省平朔露天矿区周边村庄空心化发展的演化特征及管理对策。通过实地调研厘清矿业发展过程中造成的矿地人困局,分析村庄空心化发展变化以剖析其动力机制,可知影响村庄空心化形成的因素为环境、经济、社会文化和制度管理四个方面。矿区村庄空心化的整治和管理涉及矿企发展成本、政府和农民,需要政府在征地管理、村镇-产业规划中充分发挥政府职能,协调矿企和农民两方面的利益;矿企加强科学生产和绿色生产,降低对生态环境带来的损失;农民在政府提供的平台和助力下引导观念转变,实现转型发展。The rapid development of China＇s mining industry has accelerated economic development, but meanwhile has also caused an increasingly serious environmental and social problem, which has been reflected by the phenomenon of hollowing villages in mining area. In this paper, we studied the evolution characteristics and management countermeasures of hollowing villages in Pingshuo open-pit mining area of Shanxi province by constructing pressure-state-driving-response model. Based on the field investigation and survey, we discussed the ＂mining,. land use and population＂ dilemma caused by mining development and analyzed the characteristics and driving forces of hollowing villages. The results show that the influencing factors of hollowing villages include four aspects such as environment factors, economic factors, socio-cuhural factors and system management. The consolidation and management of hollowing villages in mining area is related to the mining company, the government and farmers. The local government should give full play to its role in land acquisition and village-industry planning, and promote the interests coordination between mining company and farmers. Mining com- pany should strengthen the scientific production and green production to reduce the environment damage. The farmers should learn to use the platform provided by the government and with the help of government guidance to realize the transformation of development.
