摘　　要：俄罗斯正处于追求大国复兴的关键期,教育被视为实现国家复兴的重要支柱。《俄联邦2016-2020年教育发展目标纲要》(简称《纲要》)是俄罗斯未来五年教育发展的纲领性文件。《纲要》明确了俄罗斯教育改革优先发展的战略方向,将创新型人才的培养作为该时期教育改革的总目标。俄罗斯联邦政府强调构建连续职业教育体系,利用现代信息技术促进教育现代化,发展个性化教育模式,完善现代化教育质量评价体系,并着力加强教师队伍建设,提升科研与创新水平,从而实现国家复兴。Russia is in a critical period of the pursuit of national revival, during which education is regarded as a important pillar to achieve national rejuvenation. ＂the Outline of Educational Development Goals during Russian Federation 2016-2020＂ is the programmat- ic document for Russian education development in the recent five years. It defines the stra- tegic direction which will give priority to the development of education reform and take the cultivation of innovative talents as the overall objective of the education reform during this period. In order to realize the national rejuvenation of Russia, the federal government puts emphasis on building continuous professional education system, promoting the moderniza- tion of education in the use of modem information technology, developing individual educa- tion mode, improving the quality evaluation system of modem education, improving the ca- pability of teachers as well as enhancing the level of scientific research and innovation.
