基于审核评估的地方高校教学质量保障体系的构建

摘　　要：按照教育部本科教学审核评估对高校教学质量保障体系建设的新要求,湖北理工学院作为一所新建地方本科院校,根据培养应用型人才的目标与自己的办学条件,对教学质量保障体系在理念、目标、结构、主体、运行、改进等方面进行了重构设计,构建了具有特色的教学质量体系。该体系以"双提"(提升教师水平、提高学生能力)为目标,以"双主"(学校主导、教学院为主体)为结构,通过"双线"(教学过程、教学评估)运行,形成了"双环"(学校、教学院2个交互的质量保障闭环系统)持续改进的教学质量体系,有效地提高和保障了人才培养的质量,得到了教育部审核评估专家组的肯定。Hubei Polytechnic University （ HBPU） is a newly - built local university, its teaching quality system including ideas, target, structure, subject, running and improvement is redesigned to meet the new undergrad-uate review and evaluation requirements set by Ministry of Education for universitiesr teaching quality assur- ance system construction. According to the target of applied talents training and HBPU’s running conditions, a characteristic teaching quality system is constructed. The system is taking ＂ two improvements＂ （improving teachers and studentsrability） as the target, the ＂ two subjects＂ （ HBPU as the guidance and its sub - schools as the main subject） as the structure,running through ＂two lines＂ （teaching process and teaching evaluation） and thus the teaching quality system is formed with increasingly improved ＂ two loops＂ （ the university and school two interaction closed - loop systems of quality assurance）. The system can effectively improve and guarantee the quality of talent training,which has received the praise of the expert group of Ministry of Educa-tion.
