从评估到认证——土木工程专业发展的必由之路

摘　　要：2017年土木工程专业评估(认证)将首次采用全国工程教育认证新体系。文章讨论了土木工程专业评估与工程教育认证的关系,认为土木工程专业评估对于工程教育认证而言是打了前站、做了贡献、大部分实质等效、并正在接轨和改编;分析了评估(认证)新体系中以学生为中心、以成果为导向、持续改进的核心理念;阐明了土木工程专业评估(认证)对学生发展、专业发展、国家发展的意义;提出了新一轮土木工程专业评估(认证)需学习新理念、认识新标准、采用新方法、实施新体系的四个实施核心。最后,指明专业评估(认证)是进行专业建设和推进工程教育改革的重要契机,从评估到认证是土木工程专业发展的必由之路。In 2017, it is the first time for the civil engineering professional assessment （accreditation ） to use a new engineering education accreditation system. In this paper, it discusses the relationship between civil engineering professional assessment and engineering education accreditation. And it indicates that the as- sessment started earlier than the accreditation and made contributions for the engineering education accreditation. Moreover, civil engineering professional assessment is of most essential equivalence to the engineering ed- ucation accreditation, but now it is adapting and connecting to the accreditation. Meanwhile, a whole new concept including the student - centered idea, outcome based on education and continuous improvement are also analyzed in this paper. And it also clarifies the significance of professional assessment （ accreditation ） on the development of students, major and country. And then four implement kernels are presented in the new civil engineering assessment （ accreditation ） , which includes learning the new concepts and the new standards, adopting the new methods and implementing the new system. Finally, it illustrates that the professional assessment （accreditation） is an important opportunity to push forward the professional construction and the reform of engineering education, which further shows that the process from assessment to accreditation is the only way to the development of civil engineering professional assessment.
