摘 要:师范生免费教育政策已经实施10年,以政策相关利益主体调查的事实数据为基础,对师范生免费教育政策从社会价值、个体价值两方面以及教育公平、个体发展两个维度进行价值分析表明:从社会价值看,政策促进了义务教育阶段师资配置的均衡发展,提高了师范院校对师范教育的重视程度。从个体价值看,政策为贫困学生尤其是西部贫困学生提供了免费接受高等教育机会,为西部义务教育阶段学生获得优质教育、实现个体全面发展奠定了基础。但由于政策的社会价值高于个人价值倾向,对师范生个体的发展存在刚性约束。The policy of free charge normal education has been published ten yeas. Based on the survey data of stakeholders as well as the two aspects and two dimensions of educational policy value analyzing, the functions of this policy in accelerating education equality and individual development has been discussed. In the aspect of social value, this policy has improved teachers resource distribution in western compulsory schools and strengthened our country's teachers education. For individual value, this policy has been supported students in poverty to get a free charge univer- sity education as well as accelerated the development of students in western compulsory schools.However, because of the rigidity of this policy, that the social value is much higher than individual value, so that the individual value for free normal students is limited.
