摘 要:20世纪90年代以来,美国政府相继开展缩小"数字鸿沟"的计划,积极利用信息技术手段缩小教育差距,旨在解决一部分处境不利的儿童及家庭没能享受到信息技术带来的"福利"的问题。"家庭连接"(connect-home)主要针对家庭成员在移动学习方面存在的资金及技术缺失等问题,联合公、私及其他社会力量发挥家庭互联网在促进教育公平的重要影响与作用。"家庭连接"项目让父母与孩子在家享受到移动学习带来的多种益处,一方面提升了家长的数字素养,使他们能够更加积极有效地参与到孩子的学习中;另一方面,孩子在家学习的主动性得到增强。从长远角度看,"家庭连接"项目将在解决美国教育不公平问题方面持续发挥着重要作用。Since the 1990s, the US government has been planning to narrow the "digital gap", and actively use information technology to narrow the education disparity in order to solve the problems that some of the disadvan- taged children and families cannot enjoy the benefits brought by the information technology. "Connect-home Project" mainly deals with the financial and technological issues in the mobile learning of family members, combining public, private and other social forces to make the family Internet play an important role in promoting educational equality. The "Connect-home Project" allows parents and children to enjoy the advantages of mobile learning at home, which,on the one hand, enhances the parenfs digital attainment, so that they can participate in their children's learning more actively and effectively;on the other hand, improves children's home-learning initiatives. In the long run, the "Connect-home Project" will continue to play an important role in addressing the problem of educational inequality in the United States.
